Factors such as differing immigration statuses among family members, varying family structures, differing program-eligibility requirements, and inconsistent availability of employer-sponsored insurance (ESI) for dependents could

result in different family members being enrolled in different coverage programs. To facilitate enrollment of all family members in coverage programs, state policymakers could take a number of steps.”
