Kathleen D. Gifford

Immediate Past Chair

Kathy is a leading expert on state Medicaid programs. As a managing principal with Health Management Associates, she advises clients on the challenges, opportunities, and complexities that arise in a program designed and administered differently in every state. Since 2002, Kathy has coauthored the nationally recognized 50-state annual Medicaid budget survey report for the Kaiser Commission on Medicaid and the uninsured. She also is a frequent speaker on Medicaid-related topics and has appeared on numerous panels for federal and state policymakers. From 1997 to 2001, Kathy directed Indiana’s Medicaid program, where she helped develop and implement the Children’s Health Insurance Program. She also worked in the Indiana State Budget Agency for six years. Kathy is a graduate of DePauw University, and earned a law degree from Georgetown University Law Center. Kathy joined the Choices Board of Directors in 2009 and is currently serving as the immediate past chair.
